I try not to visit a place and then forget about the people and the struggle
they are engaged in.
Since my visit to Jeju Island, and the Gangjeong village last October,
I have been closely
following developments about the South Korean government's plan to build a Navy base where
pristine coral reefs, fishing, and tangerine groves are now integral to the people's way of life.
私は訪れた場所での人々との出会いや彼らが真剣に取り組んでいる闘いを、その地を去ってからも忘れない
ようにしようと努めている。昨年10月のJeju (済州)島とGnagjeong村への旅以来、美しい珊瑚礁、漁業、
そして生い茂るみかん畑がその地の人々の生活にとって欠くことができない一部である場所に海軍基地を建設
するという韓国政府の計画の、その後の進展を注目してきた。
The base construction is soon set to begin in Gangjeong. The villagers are currently setting up
a tent camp along the rocky shore line where the Navy intends to pour concrete to cover the rocks
and tiny marine life to make their wharfs where the Aegis destroyers will
be homeported.
The ships, from the South Korean and US fleets, are outfitted with "missile
defense" systems
and will surely be used to continue surrounding China's coastal region. Jeju Island, now called
the peace island, will thus become a prime military target.
同基地の建設はGanjeongで間もなく始まる。村人たちは現在、海軍がイージス艦の母港となる場所に埠頭を
つくるために、岩や小さな海洋生物をコンクリートを流し込んで覆ってしまおうとする海岸線の岩場に沿って、
テントを張っている。韓国と米国艦隊のイージス艦は、中国の海岸地域を囲み続けるために使われるのが確実な
「ミサイル防衛」システムを装備している。それゆえ、平和の島と現在呼ばれるJeju島は将来、軍事上の主要な
標的になろう。
The coral reefs have been named by the United Nations as key environmental
treasures that
should be saved. Building a naval base on top of these wonders of nature
will not ensure
they will be protected. The traditional way of life in this small fishing and fruit growing
community will be severly impacted.
珊瑚礁は、米国により保存すべき主要な環境財のうちに数えられてきた。この自然の驚異の上に海軍基地を建設
すれば、確実に珊瑚礁は保存されない。漁業と果物栽培に依るこの小さな島社会の伝統的生活は、大きな影響を
受けるだろう。
Last night the mayor of Gangjeong, Kang Dong-Kyun, spent the whole night sitting in the cold
outside the Jeju government building in protest of the decision to go forward
with the
construction of the base. When I visited his town Mayor Kang carefully
showed our delegation
around the site for the proposed base and took us out to dinner at a local restaurant.
He spent this time with us because he hoped that it would translate into
more people knowing
about the Navy base fight and hoped that support would build across South
Korea and beyond
to help stop these deadly plans.
昨晩、GangeongのKang Dong-Kyun村長は、基地建設許可の決定に抗議してJejuの役場の建物の外で、寒さの中
徹夜で座り込んだ。私がその村を訪問したとき、Kang村長は気を配りながら我々一行を基地予定地周囲に案内
してくれ、地元のレストランに夕食に連れて行ってくれた。彼は私たちと一緒に過ごすことでより、多くの人々

As I now hear about their protest heating up, as they prepare to face the
bulldozers of
destruction, my heart goes out to them. I wish I could join them in sitting
in protest against
this base. This Navy base will have a direct negative impact on ourwork to restrain US military
expansion in the region and will ultimately provoke more conflict with
China.
今彼らの抗議が高まりつつあり、破壊のブルドーザーの前に立ちはだかる覚悟でいると知り、私の心は彼らのところ
に駆けつけている。私も韓国にいて、この基地に反対する抗議の座り込みに参加できればいいのにと願う。
この海軍基地は、東アジア地域における米国の軍拡を制限するという我々の平和運動に直接的なマイナスの
インパクトをもたらし、さらには中国との紛争をいっそう挑発する結果となるであろう。
With that in mind I now wish to compile a list of organizations and concerned
individuals from
around the world who wish to voice their protest with the US and South Korean governments about

While the bill on ‘Agreement on the Cancellation of the Absolute Preservation
Area’, [which was one of
the three agendas for the issue of the Jeju naval base,] was passed by the congress, mostly by the
members of the Grand National Party [that was the majority and conservative
right wing] with a snatching
way, the people in village Gangjeong cried out today saying that, “The
Jeju Island Congress, following
the Jeju Island Special Self-Government, betrayed the people’s will.”
「全面環境保護地域の取り消しに関する合意」法案 (それがJeju海軍基地問題の3つの懸案議題のひとつ)が、多くが
与党ハンナラ党(保守党)議員による多数決でJeju自治道議会を通過しする間、Gangjeong村の人々は今日泣きながら

The village people and civil organizations stated today that they would defeat the current Island Governor
and Grand National Party members in the local election next year.
村民と市民団体は今日、現職のJeju島知事とハンナラ党議員を来年(2010)の地方選で落選させると述べた。
The village people and civil organizations had gathered in front of the
Jeju Island congress from 9am
on Dec. 17, to prevent the pass of [the bill].
村民と市民団体はこの法案の通過を防ぐため、12月17日の朝9時からJeju島議会の入り口に集まっていた。

However, the Island congress requested the police. And the Seobu police
mobilized not to mention civilian,
criminal and security department, also the 3 police companies, and thoroughly
blocked the congress.
しかしながら、同島議会が警察に介入を要請。そしてSeobu警察は、民事部門だけでなく、刑事、保安部門、さらには3つの
警備会社までも動員して、議会入り口を完全に閉鎖した。
The village people and members of the civil organizations severely wrestled
against the police with their
own bodies while they struggled to enter into the congress chamber. During
the process, two of the village
people were wounded and carried in an emergency ambulance to a hospital.
村民と市民団体のメンバーは、議会の本会議場に入ろうとして体を張って警察に激しくぶつかった。その過程で、村民二人
が負傷し救急車で病院に搬送された。
From 1pm, about 30 members of the Catholic Priests Association, Jeju branch, nuns, and Theology students
gathered in front of the congress, recited the ‘prayer for peace’, sang
psalms and opposed the passing of
the bill on ‘Agreement on the Cancellation of the Absolute Preservation
Area’.
午後1時から、カソリック司祭連盟、Jeju支部、看護婦、神学部学生からなる30名が議会前に集まり、「平和の祈り」を暗唱し、
賛美歌を歌い、「全面的環境保護地域の取り消し合意」法案の通過に反対した。

When finally there was a news that the Jeju Island congress, centered around
the majority party carried
the bill and another bill on the ‘Agreement on the Content of the Negotiation on the Environmental
Evaluation’ at 2:30pm, the infuriated village people cried out saying that
“the Jeju Island Congress was dead !”
与党中心のJeju島議会が、同法案および別法案の「環境評価についての交渉内容に関する合意」法案を午後2時半に
通過させたという知らせがついに伝わってきたとき、激怒した島民は悲鳴をあげ「Jeju島議会は死んだ!」と叫んだ。
They also put the black tape, as a symbol of the death of the congress,
on the name of the Jeju Island Congress
in front gate, expressed their anger by throwing the eggs on it.

The Gangjeong village people and the Joint Committee against the Jeju Naval Base, having the emergency
press interview in front of the gate of the congress, at 3: 30 pm, strongly denounced the congress.

Kang Dong Kyun, Chairman of the Village People’s Council, saying, “ For
last two and half years, we have
appealed to the Island congress and [Island] government, to oppose the
naval base, However the Governor,
Kim Tae Hwan unilaterally enforced it to keep his political life, and now the Island Congress, also ignoring
the people’s will, betrayed us’, was infuriated, [saying with lament that],
“ Whom we should trust and go
together with, from now on ”
村民議会Kang Dong Kyun議長は、「過去2年半の間、我々は島議会と島庁に対して海軍基地に反対の意を表明してきた。
しかしKim Tae Hwan自治道知事は自己の政治声明を保つため一方的にそれを強行し、そのため今、人々の意志を無視
して、我々を裏切った」といいながら激怒し、さらに嘆きとともに「これから我々は誰を信頼し、共に闘うべきなのか」と述べた。
Chairman Kang saying, “The Gangjeong village people would never pardon the Island government and congress”
and was determined with the will that, “Even though the Island congress
passed the bills of the ‘Agreement
on the Cancellation of the Absolute Preservation Area’ and ‘Agreement on
the Content of the Negotiation
on the Environmental Evaluation’, [the struggle] did not yet end.”
Kang議長は「Gangjeong村民は決して自治道政府と議会を許さないだろう」と述べ、「たとえ島議会が二つの法案を可決しても、
この闘争はまだ終わっていない」との強い決意を固めた。
Chairman Kang saying, “From now on we will install the barricades and wire
fence in the Gangjeong village and
keep [our village] ourselves”, stated that “We will fight to the risks
of our lives”
さらに「今後我々はGangjeong村にバリケードと鉄条網をほどこして、我々の村を自分達で守る」「命をかけても闘う」と語った。
