Martyr, Yang Yong Chan (1965 to 1991) who self-immolated
for the opposition of the special law on the development of the Jeju island
on Nov. 7, 1991. He was 25 years old at the time.

1991年11月7日、Jeju島開発特別法への抗議のため自殺して、信念に殉じた
Yang Yong Chan(1965-1991). 当時25歳であった。

His major was History when he was an undergraduate student
in the Jeju University but posed his study in his will after the military draft.
Sine then, he participated in the ‘Seogwipo Young People’s Council for
the Love of Nation’ in 1989, worked as a tile worker during the day and
as a member of the meeting of the ‘Love of the Farmers’
inside the organization the other times.

彼はJeju大学で歴史専攻の学部生であったが、徴兵のあと自分の意志で学業を中断した。
それ以降、1989年に「Seogwipo青年愛国会議（仮称）」に加入し、昼は瓦職人、
他の時は同組織の内部組織である「農民友愛(仮称）」の会員として活動した。

Later on, he worked as the representative of the meeting. He participated
in the “Committee for the Issues of the Seogwipo Region’, had a great concern
with the issues of the development of the Seogwipo region, Uruguay Round,
Special Law on the Development of the Jeju Island, import of the agriculture
and fishing Products, and the tangerines of the Region.

後に彼はその会の代表を務めた。「Seogwipo地域問題委員会(仮称）」に参加し、
Seogwipo 地区開発や、ガット・ウルグアイ交渉、Jeju島開発特別法、
同地域への農産物・魚介類・みかんの輸入といった諸問題に関心が強かった。

He left his testimony that ‘he wanted the Jeju Island as a nest for life
rather than the 2nd Hawaii’ and self-immolated in fire, shouting,
“Deter the Special law”and “Smash the Minjadang(The Dominating
right wing party at the time)”

彼は「Jeju島が第２のハワイになるよりは、生命の育つ巣であって欲しい」
との言葉を遺し、「特別法を阻止せよ」「民主党（当時の保守の与党第一党）を
粉砕せよ」と叫んで、焼死した。

　In Yongsan disctrict, Seoul, which is under redevelopment,
　five evictees and one police officer died in a fire, on 20th,Jan.2009,
　of which cause is stil left uncertain.

Background of the incident ：（事件の背景）

Yong-sang is a neighborhood located in central Seoul, nestled between
the Han river to the south and a US army base to the north. Real estate
anywhere around central Seoul is very high, and the land speculation caused
by the anticipated US base relocation has made the area especially attractive
to investors.

Yong-sang は南のHan川、北の米陸軍基地に挟まれた、ソウル中心部の居住地区である。
ソウル中心街のあらゆるところで不動産価格が上昇しており、米軍基地再編が予定されている
ため土地の高騰が見込まれる同地域は投資家が特に目をつけることになった。

Samsung, Posco, and Daelim, three of Korea's powerful "chaebols", or
international conglomerates, received the development rights to "Yongsan
Newtown". They will make an expected 4 billion US dollars in profits from
the redevelopment and sale of the land, while the compensation given to
most shop owners wasn't enough to relocate their business an start anew.

Samsung, Posco, Daelim という韓国の３大多国籍企業（chaebol)は、「Yongsanニュータウン」
の開発権利を得ていた。これらの大企業は、今後この地区の再開発および販売により、推定で
４０億米ドルの利益を得るというのに、一方で同地区の商店主に払われる補償は彼らが商売
を他に移して一からやり直すのには十分ではなかった。

"Those who come to the District Office demanding the ridiculous won't be
treated as democratic citizens, please have some restraint." (banner hung by
the Yongsan District Chairman criticizing the residents protesting their
eviction)

「ばかげたことを要求するために区役所に来る者たちは、民主的市民とは扱われないで
あろう。どうか自制を。」（強制立ち退きに抗議する住民たちを非難する、Yongsan区長
が掲げさせた横断幕）

For over a year, tenants living in the re-development area requested the
Yongsan District Office to provide the temporary housing and appropriate
protection, but were denied opportunities for discussion or negotiation.

再開発地区で商売を営む店主たちは一年以上にわたり、仮の住居と適切な保護を提供して
欲しいと、Yonsan区役所に求めていたが、討論や交渉の機会を拒まれていた。

During this process, private security personnel hired by the redevelopment
cooperative threatened residents, vandalizing stores and homes, even
sexually harassing them. One business owner lost his customers after
rotten fish was repeatedly placed near his restaurant.

この経過には、再開発に協力する側が雇った民間の警備要員（*地上げ屋か）が、店や家を
打ち壊したり、セクハラを行ったりして、住民を脅迫した。　一人の店主は、彼のレストランの
近くに腐った魚が於かれていることが繰り返しあったため、顧客を失った。

However, the police took no action against the　construction thugs. Out of
the original 890 tenants, 763 abandoned theirhomes or businesses due to
the thugs' violence and pressure from the　Redevelopment Cooperative.

しかしながら、警察は地上げ屋に対して何ら措置をとらなかった。当初は890の店主がいたが、
そのうち763が、地上げ屋の暴力や再開発業者からの圧力に負け、家や商売を断念した。
