I would like to express my surprise and dismay at reading in today's Guam Pacific Daily News that the EPA is requesting recommendations for a place in which to dump dredged material from Apra Harbor.

It is my understanding that the EPA recently ruled that the military's plans to dredge 71 acres of coral reef within Apra Harbor were in violation of the Clean Water Act AND the Endangered Species Act, and that the project was of "sufficient magnitude that EPA believes the action should not proceed as proposed."

It is also my understanding that the DoD DEIS -- which claims that "there will be no overall unacceptable adverse impacts to water quality with ocean disposal" -- does not address the issue of radioactive sediment in Apra Harbor.

Is the EPA seriously considering allowing the military to use radioactive dredged material for landfill -- and then finding some place in the ocean where this dredged material will create 'no overall unacceptable impacts to water quality'?

環境省は本気で、放射能で汚染された浚渫土を埋め立てに使う許可を軍隊に与え、その後この浚渫土が「水質に受け入れがたい影響を全般的に全く」生じないような場所をグアムの海上のどこかに探そうと考えているのでしょうか？

Finding such a site is not only ecologically reprehensible in itself - it also sends the message that the dredging is still possible. I'm not sure what mechanisms are at your disposal, but I strongly urge you to refuse to consider ANY disposal site designation entirely, until the issue has been resolved of whether or not to dredge the harbor in the first place.

そのような投棄場所を探すことそれ自体、生態系維持の面から非難されるべきことであるだけでなく、さらにまた、浚渫がまだ可能であるとのメッセージを送ることにもなります。

The pending military buildup will require additional dredging at Apra Harbor, and the public has until May 14 to comment on the designation of an ocean disposal site before the site is officially established.

（環境影響評価のやり直しのため）現在未決である軍事増強のためには、アプラ湾での浚渫がさらに必要であり、そのため浚渫される海底の砂の処分場が公式に決まる前に、海上投棄指定場所についてパブリックコメントが５月１４日まで募集されている。

If approved, the site, which is about 11 nautical miles outside Apra Harbor　in water 8,790 feet deep, could receive as much as a million cubic yards of dredged material each year.

もし承認されれば、アプラ湾から約11海里（* 1海里＝1,852m）沖合の8,790フィートの深さの海上に指定される処分場に、毎年100万立方ヤード（*1ヤード＝約0.9m）の浚渫土が捨てられる可能性がある。

Hazardous material can't be dumped at the proposed site, and dredged material must pass federal testing requirements before it can be dumped by barges.

"There will be no overall unacceptable adverse impacts to water quality with ocean disposal," according to the final environmental impact statement for the site. Any impact would occur within four hours of dumping and would be limited to the dumping site, according to the statement.

Dredged material doesn't have to be dumped -- it can be used to rebuild eroding beaches, for construction and to cover the landfill, for example -- but there will be too much material to manage, according to the environmental impact statement.

After all other options are exhausted for using the dredged material, "there would still be a substantial excess of dredged material to be managed," it states.

The draft environmental impact statement for the military buildup states that as much as 71 acres of sea floor at　Apra Harbor needs to be dredged to allow aircraft carriers to get to a proposed new deep-draft wharf. That is about 1.1 million cubic yards of dredged material in the inner and outer harbor, it states.

軍事増強のための環境影響評価草案では、計画されている新しい深さの埠頭に空母を入れるためには、アプラ湾の海底71エーカーもの土地が浚渫される必要があるという。それは湾の内外において、約110万立方ヤードの浚渫土となるという。

According to the environmental statement for the disposal site, an interim ocean disposal site was selected in 1977, about three nautical miles outside Apra Harbor, but it never was used and the site designation expired.

Since then, there has been an increased need for dredging here, according to the statement, and the lack of a designated ocean disposal site has "complicated dredged material management."
