The U.S.military currently is conducting public hearings on its draft environmental impact statement for
its military buildup in Guam and the Northern Marianasislands. At the first hearing, residents overwhelmingly
opposed the plan. Here is a powerful testimony by prophet-poet Melvin Won Pat-Borja, a former mentor
with Youth Speaks Hawai’i　who now teaches in Guam.

米軍は現在グアムと北マリアナ諸島における軍事力強化のための環境評価ドラフトの公聴会を行っている。

......We have been here for generations, for centuries, we have been the guardians and
characters of this island.　The United States government believe that this land is the part
of their professed manifest destiny.....
That helplessness makes the mind weak and it makes the spirit waver.Hopelessness has made
many of our leaders fall and it has borne tremendous desperation, making them believe that
the best course of action is to make a deal.......
　
我々は何世代もグアムに住み、何世紀もこの島を守りこの島の人間であってきた。合衆国政府はこの土地が
はっきりと自分たちのものであるべき土地の一部だと信じている.....(だから合衆国と交渉する余地はないという）
その無力感が我々の心を弱め、精神をぐらつかせる。　希望を持てないことが我々の指導者たちをこれまで多く
挫折させ、大きな絶望を生じさせ、一番良いのは（合衆国と）交渉することだと彼らに信じ込ませてきた。

But I cannot go home　and look my son in the eyes and tell him, that I’m not him, and that,
behind the closed door, ”I’m making a deal. ”　　
　
しかし私は、家に帰って息子の目をみて、ぼくは君ほど強くないと言うことはできない、ドアを閉めて、
[お父さんは合衆国と交渉するつもりだ」と彼に言うことはできない。
　　
........l’m not here to make a deal....... We have never denied an indigenous population’s rights to
self-determination, we have nevercolonized the people.................

.......私はきょう、合衆国と交渉するためにこの会場にいるのではない。........我々は先住民の自治権を
奪ったりしたことはない。我々は先住民たちを植民地化したことはない。

How does the land of the free and the holy and the brave ever understand the kind of pushing
that our poeple have suffered for generations？And I found the answer in their Declaration of
Independecewritten by your forefathers ; ......held these truth self evident that all men are
created equal.....
　
どうすれば、自由で正しく勇気あるものたちの国、合衆国が何世代も我々の民族に押しつけている犠牲を
理解するだろう？　　そう考えて私は、合衆国の人たちの建国の父により書かれた独立宣言の中に、その答え
を見つけた.......彼ら建国の父たちは、あらゆる人間は平等であることを自明の理とした、という。

......Let them but show...that we will refuse to accept anything less than justice.......
Should we die, for you’re in the wrong shoe…make the history but show our children the struggle
we fought to find freedom in the country......still and said to Uncle Sam solem that ‘No Deal.’
　
......彼らにこれだけは示させよう.......我々は正義以外は受け入れることを拒否するのだと。
仮に、合衆国の立場を考えるなど誤った行動のため我々が死ぬのであれば.......せめて歴史により我々が
この国で自由を見つけるために行った闘いを子供たちに示させよう......静かにおごそかに合衆国に
こう言ったと、「交渉はしない」。

Melvin Won Pat-Borja, representing the community organization “We Are Guahan” presents
his official testimony against the U.S. Military’s plans to transfer thousands of marines from
Okinawa to Guam. The Department of Defense has published a draft of the Environmental
Impact Statement (DEIS) detailing their plans. The DEIS is about 11,000 pages long, and
the public only has until February 17, 2010 to submit comments on the document.

Melvin Won Pat-Borjaは、「我々はGuahan」という地域の組織を代表して、沖縄からグアムへ
数千名の海兵隊を移転させる米軍の計画に反対する公の証言を行っています。国防総省はこの計画
を詳述する、環境影響評価書案（DEIS)を発表しました。これは11,000ページもの長さで、一般市民が
この文書に関する意見を提出するのは、2月17日まででなければなりません。

“We Are Guahan” is a group of community members dedicated to reading and disseminating
information in the DEIS to the public, including details of the devastating effects of the military
buildup on the island’s culture, water sources, coral reefs and marine habitats, family lands,
historical and archeological sites, and social environment.

「我々はGuahan」はDEIS文書の情報を読みそれを一般に広めることに献身する、地域住民による
グループです。その情報には、グアム島の文化、水資源、珊瑚礁、海洋生物の生息地、住民の居住地、
歴史的・考古学的な価値のある場所、社会環境などに与える、グアムでの米国の軍事力強化の荒廃的
影響に関する詳細なことがらが含まれます。　

Furthermore, despite common belief that the buildup will benefit Guam’s economy, the DEIS
reveals that majority of new jobs and contracts will be given to off-island workers and companies.

さらに、軍事力強化がグアムの経済に恩恵を与えるだろうという一般の思いこみとは異なり、DEIS
が暴露するのは、移転で生まれる新たな雇用と契約の大半は、グアム以外の労働者と民間会社に
与えられることになる点です。

Most importantly, the U.S.military’s decision is a blatant violation of human rights for Guam’s
residents, who have not been allowed to participate in any aspect of the buildup plans. “We Are
Guahan” encourages everyone, in and outside of Guam, to stay informed about the military
buildup! Read the DEIS and make your voice heard!
