25日の沖縄県民大会は、政権の強化につながり得ます。対米外交の強力なカードとなり得ます。もしも鳩山さんが緊急記者会見を開いて、こう発言すれば。

The planned 25th rally in Okinawa desired to summon the whole Okinawans could lead to unexpected reinforcement of the Democratic Party of Japan, and also could be an big advantage in the bilateral diplomacy with the US, all if only PM Hatoyama had urgent press conference and spoke as below:

「新政権が発足してからこれまで、米軍基地にかんする沖縄のみなさまの負担軽減のために八方手を尽くし、検討をかさねてまいりましたが、その結果、沖縄、徳之島をはじめ、国民のみなさまが米軍基地を受け入れがたいと考えていることがよくわかりました。主権者たるみなさまの意志を踏まえ、わたくしは、国民の厳粛な信託によって国政をになう者として、日米の旧政権が交わしたSACO合意を見直すことを、オバマ大統領に提案することにいたしました。

“ Since the start of this cabinet, we have tackled this problem, leaving no stone unturned, in order to reduce the lopsided burden of the US bases endured by people of Okinawa, and now have come to a crystal clear realization that not only people of Okinawa and those of Tokunoshima, but also the large population of this country presently think that a new US base is hard to accept.  Based on this will of our poeple, I have made up my mind, as a public servant to assume the reign of government according to the mandate from the electorate, to propose to President Obama that the SACO agreement by the old administrations both of the US and of Japan should be revised.

大統領には、普天間基地はそもそも無条件に返還されるべきものであったことを、想起していただきます。当面は、基地運用の米国内法を適用し、普天間基地の運用を停止していただきます。民主主義の盟主であるアメリカの大統領は、この事の理（ことわり）をきっと理解してくださると確信します。

I would like to remind President Obama that at the beginning of the bilateral negotiation, Futenma Base was to be returned unconditionally to Japan. Therefore, for the time being, the operation of the US Futenma Base will be suspended by applying the relating US law regarding base managements
(*).  I do believe that the president of the United States, who is the irreplaceable leader of the confederation of the democracies, will show his kind understanding of this matter in its ordinary course.

(*) That law only concerns the safety of US pilots, not of local residents in Okinawa.
　沖縄市民の安全ではなく、米軍パイロットの安全に関わる法律

交渉には困難が予測されますが、アメリカ政府も基地の立地条件として、地元の受け入れを挙げています。これはもちろん、わたくしども日本政府の最大の条件でありますので、日米の考え方にいささかの径庭もありません。これから新官房長官を筆頭に、関係閣僚はみなさまの民意をうけて、ぞんぶんに働いてくれるものと信じています。

Although new negotiations would be supposedly difficult, there would be no differences between the US and Japan in their concepts, as the US administration considers the acceptance, of a US military base if it should be constructed, by the local community as an important term of its basing strategy,　 in Japan, and that acceptance is important, actually the biggest condition, also on our part.

今後とも、日米関係は大切にしてまいります。一例を挙げますと、今年中に償還が予定される30兆円の米国債につきましては、わが国の財政はきわめてきびしい状態にありますが、できるかぎりの買い換えの交渉に、誠意をもって応じるつもりです。国民のみなさまからは、そんな金があるなら景気浮揚や財政立て直しに使え、とお叱りをいただくと思いますが、ここはぜひご理解をいただきたいと思います。

Our cabinet will keep on giving as much priority on the US-Japan relationships as before. For example, as for the 30 trillion yen-worth US national bond Japan currently has which is to be reimbursed by the end of this year, we would like to sincerely consider spending as much of the amount to be reimbursed as possible on repurchasing US national bond, only if that kind of matter is put on the agenda in the negotiation. In case of such re-purchase, it is feared that my cabinet may receive much angry call from our people that such tax money should be invested in some measures to buoy up our economy or to rebuild the government finances here in Japan, but I would like to beg understanding from our people by any means.

最後に、沖縄のみなさま、県民大会のご成功を心より念じております」

Lastly, I wish people of Okinawa greatest success in the forthcoming prefectural rally on April 25th.”
