久留米市民より公開質問状 ―高良台へのPAC3 配備を目前にして

政府・防衛省は地上配備型迎撃ミサイル・パトリオット（ＰＡＣ３）を芦屋・築城両自衛隊基地に配備したこと
に続き、この２月中にも久留米市の高良台分屯基地（第２高射群第８高射隊）に配備しようとしています。
Japanese ruling coalition and the Ministry of Defense are going to deploy PAC 3 to
JASDF Kouradai Sub Base in the City of Kurume, Fukuoka, in February after
the previous PAC3
deployments in SDF Bases in Ashiya and Tsuiki also in Fukuoka.
ＰＡＣ３の配備は、アメリカが配備を進めているミサイル防衛（ＭＤ）システムの一翼をなすものです。
「攻撃のための盾」と呼ばれるＭＤシステムの配備は、ミサイル戦争の危機をいっそう高めています。
The deployment of PAC 3 is part of the US Missile Defense system. Deployment of the
MD system, which is called ‘the shield for preemptive strike,’ further
enhances missile crises.
ロシア政府は、かつて、ＭＤシステムの東欧への配備に対してはこれを「攻撃の標的とする」と宣言した
ほどです。ＰＡＣ３の高良台基地への配備は、久留米市民に真っ先に戦禍を被る危険のもとでの生活を
強いるものであり、平和を希求し、憲法９条をまもりたいという私たちの切実な願いを踏みにじるものです。
In the past, Russian government even said that if the US MD system was
to be deployed in
the eastern Europe, then Russia would attack it. Considering this, PAC3
deployment to Kouradai
Sub Base would oblige citizens of the city to live under a situation where
they might suffer
possible war disasters, their wish for peace and maintenanceof the Article
9 trampled over.
また、ＰＡＣ３の飛距離はわずか２０㎞であり、命中精度も低く効果のほども定かではありません。多数の
国民が生活難に直面している昨今、兆円単位の血税をこのような未完成の兵器システムに使うことが
果たして許されるでしょうか。
Seen in its right perspective, PAC3 flies only 20km, and has no proven
effect without enough
numbers of confirmed successful hitting cases in realistic tests. In the
current world situations
where many peoples are faced with difficiulties, how can we tolerate our
hard-earned money
being spent on this kind of incomplete weapon system?
ＰＡＣ３の配備は地元住民はもちろんのこと、広く私たち市民の生命と生活に関わる重要な問題です。
ところが、防衛省は芦屋・築城両自衛隊基地へのＰＡＣ３搬入（および春日基地への関連設備の搬入）に
際して、当該の自治体に「搬入が終了するまで公表を差し控えるよう」に要請し、地元住民に搬入の日程を
知らせることなく、隠密裡にＰＡＣ３を運び込みました。このような防衛省の姿勢を見るにつけ、私たちは
あの忌まわしい戦争中の機密保持を想起せざるをえません。
The issue of PAC3 deployment not only concerns locals but also lives and
ways of living of all
the citizens in a broad sense. However, the Ministry of Defense requested
the municipalities
designated for the deployment that they refrain from announcing the details
until after the
planned PAC3 deployment to Ashiya and Tsuiki SDF Bases (and partly to Kasuga
) were over,
and indeed they were brought in to those places without our knowledge of
its coming into
the bases. These posture of the Ministry of Defense toward local citizens
ominously remind us
without fail of the detestable secrecy practice of hiding military information
during the WW2
under the then military rule in Japan.
私たちは、以上の理由から、ＰＡＣ３の高良台分屯基地への配備・搬入に反対するものです。久留米市長に、
この趣旨に賛同して下さることを訴えるとともに、以下の質問に誠意ある回答をよせていただくよう要請します。
For these reasons above, we oppose the scheduled deployment of PAC3 to Kouradai Sub Base.
We request that the Mayor of the City of Kurume agree to our statement and answer sincerely
to our questions below.
（１）ＰＡＣ３の高良台分屯基地への配備に対しては、賛成か、反対か。
Whether or not you are agree to the forthcoming deployment of PAC3 to Kouradai
Sub Base
（２）ＰＡＣ３の高良台分屯基地への配備の目的、規模、日時等について、現時点までに防衛省から久留米市
当局への連絡はきているのか否か。連絡が来ていれば、連絡がきた日時や形態（文書か否かなど）や内容を
公開する意志があるのか否か。
Whether or not you have received so far any previous notice from the Ministry of Defense
regarding the purpose, volumes, date of the above-mentioned deployment.
If you have,
whether or not you have an intention to disclose to the public the information
on the date of
the notice and how it has come to you ( such as in a document or so).
（３）防衛省から久留米市にたいして、ＰＡＣ３の高良台分屯基地への搬入の実行日を具体的に知らせる連絡
があった場合、この連絡内容を公開する意志があるか否か。
In case the Ministry of Defense contacts the City of Kurume as to when
they are carrying out
the above-mentioned deployment, whether or not you disclose the information
to the public.
（ちなみに、芦屋基地へのＰＡＣ３搬入の前日、搬入の期日とともに、搬入の期日の公表を控えるようにと
いう趣旨のことが記された文書が、防衛省から関係自治体に届けられています。この文書について問い
ただした私たちに対して、福岡防衛局の広報官は、「法的性格は不明であり、公表するか否かは自治体の
長の判断に任せられている」と私たちに答えています）
( Incidentally, the Ministry of Defense issued a document to the related
municipalities which said
that those municipalities were supposed to refrain from announcing the deployment dates to
the public. To our question regarding this document, the spokesperson
of the Ministry has said,
‘ the legal legitimacy of the document is not clear, so the disclosure
of the deployment date
is up to the decision by the municipalities.’)
以上の質問に２月２２日（月）までに、豊島まで文書で回答くださるようお願いいたします。
We would like to ask you to answer these questions in the form of a document
till Feb.22nd.

久留米市長殿
It has come to my attention that the PAC-3 missile systems are soon to
be deployed in Kurume-City.
PAC-3ミサイルシステムが，久留米市に間もなく配備されるという情報が私の目に留まりました．
The PAC-3 systems are part of the U.S. first-strike attack program aimed
at China. For some years
the U.S. Space Command has been computer war gaming a first-strike attack
on China, set in the year 2016.
PAC-3システムは，中国を標的にしたアメリカの先制攻撃計画の一部です．長年，米国の宇宙作戦司令部は，
2016年を想定した中国への第一撃作戦のコンピュータ戦争シミュレーションを実施してきました．
In that computer war game the U.S. trys to destroy the 20 Chinese nuclear weapons that are now capable
of hitting the west coast of the continental U.S.
この戦争ゲームにおいてアメリカは，米国の西海岸を攻撃する能力を現在有する中国の核兵器２０発の破壊を試みます．
But a few of the Chinese nuclear weapons are not destroyed in the first
attack by the U.S. military and
China then fires them in a retaliatory strike. It is then that the PAC-3
and Aegis destroyer based missiles
are used to take out China's retaliatory strike.
しかしこの第一撃では数発の中国の核兵器は破壊されずに残り，その後中国がそれを使って報復攻撃をします．その際，
PAC-3やイージス駆逐艦装備のミサイルが，この中国の報復攻撃を迎え撃つために使われます．
It is very clear that your city will be now be drawn into the middle of the nuclear arms race. Your community
will become a nuclear target as well.
あなた方の町が核軍拡競争の中心に引きずり込まれることになるのは非常に明白です．あなた方の地域社会が
核攻撃の標的になってしまいます．
I would hope that you would speak out and say that you do not want your city to become
a base for the U.S. first-strike attack program.
私は，あなたが声を上げ，あなたの町がアメリカの先制攻撃計画のための基地になるのをあなたは望まないと表明
されるよう望みたいと思います。

I am a Korean citizen, Sung-Hee Choi. Thanks to my Japanese friends, I heard the news of PAC3 deployment
in Kurume city,Japan.
私は韓国市民、Sung-Hee, Choiです。日本の友人の皆さんのおかげで、久留米市へのＰＡＣ３配備について知りました。
I deplore at the news because it was heard as the part of the whole story
on increasing Missile Defense system
build up and arms race in the three countries of Japan,Taiwan and South Korea, against China and North Korea,
for the interest of the US domination strategy in the North East Asia.
私はその知らせをとても残念に思います。なぜなら久留米市へのその配備は、北東アジアにおける米国の支配戦略を
利するよう、中国と北朝鮮に対抗て、日本・台湾・韓国の３ヶ国のおいて飛躍的にミサイル防衛システムの構築と軍拡を
進める総合戦略の一環と言われているからです。
However, we should also keep aware that there is also a peace wish and talks among the people in the countries
of Japan, China, Taiwan, Russia, United States and two Koreas.
しかし私たちはまた、日本・中国・台湾・ロシア・米国・南北コリアの諸国において、平和への願いと交渉が存在することも、
覚えておかねばなりません。
As a Korean, I must also inform that the North Korea has suggested the Peace Treaty with the United State
long time ago even though its wish has been many times frustrated by the
continuing provocation of the US-
Japan-SK war alliance. That is why the North Korea has been desperate as to be pushed to the edge to develop
and test the nuclear weapons and the missiles.
韓国人として私はまた、これまでに何度も米国ー日本ー韓国の軍事協力体制のやむことなき挑発によって挫折させられて
きていようとも、北朝鮮が長年にわたって米国との平和協定を提案していることも、皆さんにお知らせしなければなりません。
その３ヶ国の軍事提携のために北朝鮮は自暴自棄になり、核兵器開発とミサイル実験を行うまでに追い詰められたのです。
However one should never forget that the North Korea’s most need is survival
and feeding its own people, itself.
Its only wish is keeping sovereignty in peace. Please keep in mind its military spending was only about $5 billion
while South Korea, about $21 billion, Japan about $42 billion and United
States, more than $700 billion in each
of its latest record years.
しかしながら決して忘れてはいけないことがあります。それは北朝鮮が一番求めるものは、その国民の生存と生きる糧
そのものです。北朝鮮の唯一の願いは、その主権を平和に保つことです。どうか次のことを心に留め置いてください。
最新のデータによれば、北朝鮮の軍事費は年間わずかに５０億ドルほどであるのに、韓国は約２１０億ドル、日本は
約４２０億ドル、そして米国は年間７，０００億ドル以上だったのです。
The China whose purpose is economic improvement would never want any war, either.
No one but only insane people who would be benefited from the war would want war.
経済力の向上をめざす中国も北朝鮮と同じように、どんな戦争も望まないでしょう。戦争から利益をあげる、常軌を逸した
人たち以外はどんな人も戦争を望まないでしょう。
The Koreans think only by great determination for the peace talk & and follow-up, among the people and
summits in the each country of the six party talks, the current dangerous
arms build-up in the North East Asia
could end. And we can do that if we sincerely want.
６ヶ国交渉に携わる各国関係者や首脳たちの、そのような継続的な平和交渉への決意によってのみ、北東アジアにおける
現在の危険な軍拡が終わりうると、私たち朝鮮半島の南北の国民は考えます。そして私たちが真剣に望むなら、それは
達成できるのです。
I am afraid that the article 9 might be threatened by the build-up of offensive
weapon, such as PAC3.
Many Koreans,including me think arms build up does not help for the security
and stabilization of neither
Japan nor East Asia.
私はＰＡＣ３のような攻撃的な兵器の増強により、日本の憲法第９条が脅威にさらされるかもしれないと心配します。私を
含む多くの韓国人は、日本の軍拡が日本の、そして北東アジアの安全保障と安定のために役立たないと考えます。
It would only serve to United States domination strategy of the North East Asia, more destabilizing
the whole region, more bring up distrust one another. Further, the arms
build up is at the sacrifice of welfare
of people in the Kurume city.
そのような軍拡はこの地域全体をより不安定にし、各国間の不信を増大させ、ただ米国の北東アジアに対する支配戦略
にかなうだけでしょう。さらに、軍拡は久留米市民の福祉を犠牲にするのです。
The article 9 has been like a beacon in the world, an inspiring exemplary
of how a nation could contribute to
the world, with its peace legislation. It is a true peace-loving face of
Japan and I hope the beacon, instead
another arms build-up such as PAC 3, continuously shine the world.
憲法９条はこれまで世界の平和の灯台であり、平和遵守が憲法に明示されている国は世界にどのように貢献できるのか
を示す、心励まされる模範例でした。それは平和を愛する日本の真の顔の一面ですので、PAC3のような新たな軍備増強
ではなくて、その灯台が世界を引き続き輝かせることを私は希望します。
