 The issue of
 US Futenma Base

=1.US BASES IN
OKINAWA=

In Okinawa, which accounts for
only 0.6 % of Japan's land area,

75% of all the US bases in Japan
put together is concentrated.

20% of the mainland Okinawa is
occupied by the US bases.

Futenma Base, in the City of
Ginowan in central mainland,

is the most dangerous base in the
world,being surrounded by
residential areas.

As it is, in 2004, a US helicopter
crashed onto Okinawa International
University.

=2.DAMAGE CAUSED
     BY US BASES=

Okinawans have had a greal
deal of pain for 65 years
even after WW2.

US fighters and helicopters crashed
onto the premices of educational
facilities or civilian properties.
(* more than 40 times since
 the return of Okinawa )

Crimes and rapes by US soldiers
never stop.

Unbearable roars from
jet fighters never stop.

Stray bullets from live-fire drills
injure local passers-by.

These threats never end.

A military base is a
total threat to the civil life.

=3.ABSURDITY OF
'STATUS OF FORCES
AGREEMENT''=

Why are US troops exempt from
freeway charges?

Why are they exempt from passports
or visas?

Soldier-criminals are exempt
even from arrests by taking
shelter in the base ―
what an unlawfulness.

Victims in tears are left without help,

their anger and sorrow unmitigated.

=4.FROM WAR TO US
BASES=

First of all, why are they here?

Towards the end of WW2,
Japan sacrificed Okinawa
for its mainland defence,

thus, causing 200,000 death tolls,
33% of the population,
on the Island of Okinawa,

in the scorched-earth ground battles,
hell on earth.

Then Okinawans found themselves
in an American territory on their
land,

robbed of their ancentral lands,
for the forcible construction of
US military bases,

which still continue robbing them
of peaceful life,
showing no respect for it.

=5. A LIE :
" LOCAL ECONOMY
  DEPENDENT ON US BASES"=

Revenue from US bases in Okinawa
accounts only for 5 %,

while the municipalities with
returned lands from the
US forces'occupation enjoy
a few tens times of revenue
(through tourism and increased
taxes by increased population).

Hard-learned lesson:
it is only illusion (and a lie ) that
Okinawa is dependent on US bases
.

= 6. THE PLAN OF A NEW
  US BASE IN HENOKO =

Surfaced in 1996 was a new plan
between Japan & US governments,
leaving Okinawa in the dark,

again tempting Okinawa,with
a huge sum, to take it in exchange
for accepting the plan.

Faced with hard local resistance,
the initial plan aborted, but,

revived in '05 as a V-shaped,
near-coast heliport
:

a new military base with
1,800 m runways,
a military port, and
a munition storage.

Okinawans, with rekindled opposition,

revealed in the local referendom
in the City of Nago
their will of 'No to a new US
military base.'

Since 1996, local elderlies have
been conducting everyday sit-ins
on the beach.

One such eldery woman says,

" This sea is our treasure
which nutured our children and
grandchildren through
the hardships Okinawa had
during & after WW2
when we got nothing from
the soil to feed them.

We won't let anyone destroy it.
We would willingly get drowned
in order to stop the construction."

War in Okinawa must not be repeated.

That is the prayer of the elderlies
in Okinawa
.

Their hard-learned prayer for
peace.

= 7. ENDANGERED
PRISTINE SEA=

The V-Shape plan, a devastation
to the sea by reclamation
,

with sand of 3,400,000 dump
truck-loads

taken from the seashores in
Okinawa,would lead to massive
environmental hazards here
and there.

Especially, to the endangered
dugong in the sea of Henoko and
Ohura,

and to blue corals, anemonefish
and so on,

all of which consists the diverse
ecosystem.

Japanese government, urged
three times by IUCN to protect
the dugon,

is being watched for its
accountability by global citizens.

How dare they think they can
destroy this beautiful sea to
make a military base ?

If war ever happens again here,

The US bases and the US forces
in Okinawa will not protect local
citizens.

They won't protect Okinawa
nor Japan.

'Military for the security of
citizens' is a misconception
,

the lessons learned with pain
and sorrow, through
the past war in Okinawa

=8. MILITARY BASES FOR
  FOREIGN INVASION=

For 10 years soon after the WW2,
US Marines were stationed in
Gifu & Yamanashi,
(central area in the Mainland
of Japan).

So, it is their lie that Okinawa is
geopolitically important
for protecting Japan
.

US bases in Okinawa contribute
to US wars
.

Dear young Yamatos (Mainlanders),
do you know this fact?

US troops in Okinawa are
dispatched for mass-killings
overseas.

Young Yamatos, before you
mention your concerns about
the threats imposed
by North Korea and China
,

you should realize this:
Genuine threat to Japan derives
from its contribution to US forces
stationed in Japan,

whose massive killings abroad may
boomerang to Japan in the form of
hostility.

Also you should realize that
US bases in Japan may be
attacked, in which case
collateral damages are inevitable.
You see?

=9. Huge tax money paid to
the US forces for its presence
  in Japan=

"Compassionate Budget" paid
annually to the US forces
currently costs us
(more than) ¥200 billion
($ 2.25 billion ).

Another ¥3 trillion will be paid
for the relocation of US forces
and the planned construction of
a new base in Henoko.

Consider this reality :
Our tax money is now being
hugely spent on US military
bases and its wars.

How many human lives could
we save with those huge amounts
injected into medi-care and social
welfare?

But instead, we pay more for
the US forces than the total sum
paid by the other 21contributing
countries put together,―
an unexplainalbe deal with the US.

=10. PEACEFUL OKINAWA
WITHOUT BASES=

We oppose a replacement of
Futenma US base within Okinawa.

We demand cancellation of
the Henoko plan.

We've been watching how Japanese
government will respond to
' The pain suffered by Okinawa ,"
and to " Prayer for abolishment of
the US bases in OKinawa."

The discriminatory system
by which Japan imposes these
burdens and impacts of US wars
and its military bases onto
Okinawa

should be changed.
Now is the time.

US bases only do damage to
citizens,with their duties for
war not for protecting civilians.

US bases continue forcing us to
pay with our tax money for their
presence alone.

US bases destroy our natural
environments, and serve as hubs
for huge killings overseas.

No need of military bases.
No need of suffering nor infliction
of damages.

We need complete disclosure
and removeal
of US Futenma Base.

We want peaceful Okinawa back.

“The grassroots voices of our people are being ignored by the military, U.S. politicians and the mainstream media. So, we came to deliver a message directly to the Commander of the U.S. military in the Pacific that we, the peoples of Guahan, the Northern Marianas, Okinawa and Hawai‘i reject any further military build up in the Pacific. Our islands are not weapons to be used in wars against other peoples and countries. We demand peace,”

Okinawa has been presented with false options. Removing bases and troops from Okinawa, does not require moving them to Guam or Hawai‘i.  The military can reduce its overall footprint in the Pacific. Clean up and give back the lands taken from the peoples in Okinawa, Guam and

" I’m here to tell our Secretary of State of the United States of America, Hillary clinton, that we think the vision for the Asian Pacific should be one of demilitarization, should not be of increasing bases. It shouldn’t be sending more weapons to the area, it should be reducing the presenceof the United States. And it should be talking to the Japanese in special terms of the concerns of people, the citizens of Japan, who are upset with no answer to terms, particularly the people in Okinawa.

We do not want the US military there. Get them out of there. And we also, on behalf of people of Guam, want to say to our secretary of State,”Don’t put them on Guam. Don’t put them on Guam,’ because the current plan is to increase the population size of Guam by 25%by deploying all these Marines in there.  And that’s wrong. It’s really cultural genocide for the people of Guam to have that big influx of the US military coming in there.”
―Ann Wright, retired US Army Reserve Colonel.―

Guam was attacked and occupied by Japan on December 8, 1941, the day after the Japanese attacked Pearl
Harbor.American citizens living on the island
had been evacuated by the United States government before the attack, but the indigenous Chamorro population was left behind. During the 31 months of Japanese occupation, the Chamorros endured force labor, concentration camps, forced prostitution, rape and execution by the Japanese military. The United States military returned three and one- half years later on July 21, 1944 to retake Guam.

In 1950, Guam was made an "unincorporated territory" of the United States by a US Congressional act and residents were given UN as one of 16 "non-self governing territories" left in the world. Lands were taken after World War II from the native Chamorro population without compensation by the US military to construct major air and naval bases which the US military still uses.
Three Guam legislators told us that the Guam government has not been properly consulted in the discussions between the US and Japanese governments on the relocation of the large US Marine force. Guam officials have been given little firm information about the military expansion plans.

The presence of the U.S.military on Guam has led to the toxic pollution of our and and surrounding waters from nuclear and other carcinogenic waste, and has increased the amounts of cancers and deaths among Chamoru people. And our forced dependency on the U.S. military has left us with so few economic alternatives that our Chamoru sons and daughters are pushed off of their homeland.
At a congressional hearing last year, the governor of Guam testified that our island's government would need $6.1 billion to fund infrastructure upgrades.
These costs are separate from the DOD's estimated $15 billion need for plans within the militarybases, which the Japanese Diet is helping to fund. Therefore, the United States and Japan will not cover the costs of Guam's needed infrastructure upgrades, and our local government, which has a current deficit of over $500 million, will have to put our island in massive debt to meet the needs of the United States. This debt will be inherited by future generations of Chamorus who had no say in the acquiring of it.

   The Cruel Footprin of
    the Military Boot

                 by Bruce Gagnon

This time it is Guam, but it is just another sad example of what
happens when the U.S. military doubles its presence in the Asian-Pacific region and decides to build more bases.

http://www.youtube.com/watch?v=
YsaKG-RxwVU

In this video University of Guam Professor Michael Lujan Bevacqua details the environmental and societal devastation ahead for Guam if the U.S. proceeds to expand its military bases there (they already cover 1/3 of the island).

What happens to the people who are displaced? What happens to the land that is destroyed? What happens to the plant and animal life that is destroyed?

In America it is easy for activists to find ways to avoid dealing with the military boot print that is impacting people living near the 1,000 U.S. bases around the world. Sure we need to take personal responsibility by reducing our consumerist life style back here at home. That is an important step. But that does not alleviate the suffering that is happening today.

We also must find ways to stand in solidarity with people around the planet who are literally pleading with us to help them deal with the U.S. military machine that is being paid for with our tax dollars.

We must get real. Why can't we do more to call for an end to U.S. militarism?

The Agreement was one of the first acts of a popular, “reforming” US administration and one of the last of a Japanese regime in fatal decline after half a century of LDP rule. It set in unusually clear relief the relationship between the world’s No 1 and No 2 economic powers. The Agreement is worthy of close attention because, as analysed below, it was unequal, unconstitutional, illegal, colonial and deceitful.

One of the last acts of the Aso government was to hand over 34 billion yen, $363 million, as its fiscal year 2010 contribution towards the Guam construction costs, although the US
had yet to produce any detailed cost estimates, let alone to appropriate its proportion of the funds.Months later, Congress slashed by 70 per cent the appropriation sought by the Pentagon for the same year, from $300 million to $89 million, about one-quarter of the Japanese contribution. So dire are the US financial straits that it is far from certain that Congress willauthorize any more. The Guam Agreement committed the US side to use the moneys only in the stipulated ways, but Japan had no right to supervise the expenditure.Once the Pentagon pocketed the moneyit seems highly unlikely Japan will ever see it returned, whether the base works proceed or not. Furthermore, the housing for the Guam Marines was calculated at 70 million yen per unit (enough to construct the most extravagant mansions, three-quarters of a million dollars each. Put differently, this was about 14 times the going rate for housing construction in Guam. One Japanese member of the Diet protested, what happens if, indeed, the US Congress decides not to fund the Guam plan? Would Japan get its money back?
