Lists of petitioners were submitted to Prime Minister, Minister of Defense,
each political party in Diet, and major newspaper campanies in Japan.

We would like to convey our gratitude for the endorsement and solidarity
from Hawai'i, Korea, the USA,
Puerto Rico, England, Canada, and the Philippines. This small number
may show the difficult situations
here, but behind this number, there are many peace-loving people whom
we couldn't reach out this time.
Movements against MD system are growing here in Japan.
Through this campaign, Japanese petitioners have learned about the harsh
realities indigenous people
in Hawai'i have been forced to suffer: Not only their land, but nearby waters
are damaged and wildlife
in them are endangered by SM3 missile intercepting tests. Also, their
traditional ways of salt manufacturing
is threatened as well. Most importantly, militarization of Hawai'i is
based on the illegal overthrow of the
govenment more than 100 years ago and continued occupation by the USA.
Those facts never have been and will be shown to us here in Japan.
We have surely understand the appeal of those people in Hawai'i. We think
our central government and
the ruling party should cancel this test and soon start to look into
the weapons Japan has now,
considering those facts above and the appeal and the feelings of indigenous
people of Hawai'i.
In so doing, all the information on MD system should be revealed to us
with the accountability of the
armament fully acheived.
We call for the opposition parties and mass media to do their parts,
that is, to disclose the dubious
introduction process and development of MD system, and make this issue
their rightful political dispute.
Their lack of commitment on this matter has contributed the present unchecked
development and deployment
of MD system.
We will continue our fight, but in case this test is done, please send
fax to the below number for your protest.

Statement
The Japanese Ministry of Defense plans to carry out the SM-3 (Standard
Missile-3) intercepting test
from JMSDF's Aegis-equipped destroyer Chokai ( Chokai is based in
Sasebo, Nagasaki Prefecture) off
Kauai Island, Hawaii, in the middle of November 2008. ¥ 6 billion
(US $ 60 million) will be spent on the
second test of the SM-3, which was previously tested by the JMSDF's
Kongo destroyer in Dec. 2007.
We demand the cancellation of the test for the following reasons:
1. Because the battery position of the simulated missile for the test is the
U.S. Pacific Missile Range Facility
in Kauai Island, which is constructed on a traditional burial ground
of the indigenous Kanaka Maori people,
we believe this missile test constitutes a shameful persecution by Japan
against the history, community and
nature of Kanaka Maori people. In solidarity with the Kanaka Maori people,
we also call for the closure of
the Pacific Missile Range Facility.
2. Missile Defense is a highly aggressive military system, working as a shield
and a counter-attack against a
preemptive attack. Thus it facilitates possible preemptive aggression. We are strongly concerned about
recent military activities in Japan, such as the deployment of the nuclear-powered
aircraft carrier George
Washington to its new mother port at Yokosuka base, the Ohio nuclear-powered
submarine's first port call
at Yokosuka, and so on. We oppose these military applications of the
"pike" and the "shield" strategy which
have been the result of accelerating the arms race in East Asia.
3. The central aim of MD system, currently being deployed to several military
bases in Japan, is to protect
US soil including Hawai'i and Guam. Thus, this system contradicts the Japan-U.S. Security Treaty.
Moreover, the new SM-3 system the United States and Japan are jointly
developing is designed to intercept
inter-continental ballistic missiles (ICBMO) on the premise that
JMSDF will participate in collective self-
defense of the U.S., which is prohibited by the Japanese Constitution's Article 9. Therefore, introducing
the MD system into Japan is unconstitutional.
4. In February 2008, the U.S. Aegis-equipped Shiloh destroyer shot down a disused U.S. spy satellite. This
shows that Japan, with the SM-3, also attains an anti-satellite (ASAT)
armory. We demand that the SM-3,
along with the PAC3, be removed immediately from the JSDF's weaponry. Japan
should not join the U.S.'
MD system framework which forms a key part of the "Star Wars"
weapons program that includes deployment
of military equipment into outer space.
5. The MD system's fraudulent "spiral method" development of weapons
systems grants vast benefits to the
Japanese and U.S. military industrial complex. The estimated cost for initial deployment of the MD system
is ¥1 trillion ( US $ 10 billion). At a time when people are facing increasing poverty, a financial crisis, a
food crisis and environmental destruction, we believe that these sorts of military expenditures should
instead be allocated to sectors where they can provide a better life
for the people.
6. We see a military alliance built on the supposition of 'hostile nations'
is out of date. The U.S.-Japan Security
Treaty should be changed into a more progressive agreement advancing
peace and friendship, and negotiations
and diplomacy should be emphasized in East Asia in order to nurture
trust and promote disarmament. Global
citrizens should find peace, not in a missile armament race conducted in the name of "Missile Dfense," but
in the elimination of missiles.

Aloha Friends
We wish to extend our deepest gratitude and solidarity for your demonstrations against the Japanese
missile defense tests in Hawai’i The
Pacific Missile Range Facility (PMRF) is a critical part of the USmissile
defense network and its empire
of military bases around the world. The missiles launched from PMRF desecrate the burial sites of
Native Hawaiians who revered these “singing sands” of
Nohili.
Radar, laser and sonar tests endanger whales and other wildlife as well as people. Our precious lands,
seas and skies that are the ancestors who feed the people, have been forcibly made into a high tech
showcase for the military-industrial complex to perfect its new weapons systems. New homeland security
measures have restricted access to the beach for cultural, subsistence and recreational
activities.
The peace, environmental and Native Hawaiian movements of Hawai’i have protested the military activity
at PMRF for many years. We know that the existence and use of PMRF contributes to a new arms race
that threatens the security of our region.
Shame on the Japanese government for participating in these provocative and offensive activities against
the people and land of Hawai’i, and for bolstering America’s dangerous missile
defense plans in violation
of Japan’s own peace constitution! Japan ought to be a model of a peaceful nation for the world by
rejecting the United States’ missile defense plans.
Your actions against missile defense give us encouragement and hope that through peace and solidarity
between the peoples of Japan, Hawai’i and the world, we can stop the savage and never-ending wars of
empire.

years a first-strike attack on China, set in the year 2016.

Aloha brothers and sisters in Japan!
We send warm greetings and solidarity to you as you oppose Japan’s participation
in the United States’
so-called “missile defense system”. We know that “missile defense” is a lie. Its true strategic purpose is to
enhance the offensive capabilities of U.S.military. And far from bringing peace and security, America’s
never-ending quest for military “full spectrum dominance” from the highest
heavens to the depths of the sea
is accelerating a dangerous new arms race that threatens our entire planet.
The U.S. invaded and occupied the independent country of Hawai’i in order
to expand its empire in
the Pacific. Now in expanding the technological frontier of that empire, the U.S. missile defense program
violates Hawai’i’s land, sea and sky. The missiles that the Kongo would intercept would be launched from
atop the sacred sand dunes of Nohili on Kaua’i, a Kanaka Maoli ancestral
burial ground.
Transgressions extend to the peaks of the sacred mountains Haleakala
and Mauna Kea where electronic
eyes and ears of the empire keep watch over their domain, and descend into the depths of the sea where
powerful sonar blasts can harm or kill whales.
Furthermore, the U.S. Navy plans to expand its “temporary operating area”
to 2.1 million nautical miles
of sea and airspace that completely encompass the Hawaiian archipelago.
We refuse to allow our precious land, sea and sky to be used as the launch
pad for war or the proving
ground for the engineers of the war machine! We strongly oppose Japan’s participation in missile defense
tests in Hawai’i and applaud your actions to resist Japan’s involvement in the U.S.missile defense program.
Japan’s collaboration in these war games betrays its peace constitution.
Let us join our voices and actions for a peaceful, just and nuclear-free
world!

As a Hawai'i national of the Kingdom of Hawai'i, under U.S.belligerent
occupation, I object against
the planned Japanese Maritime Self Defense Forces SM-3 intercepting
test near Kaua'i Island in Hawai'i.
It violates the laws of occupation and most certainly, the laws of neutrality which is the status of our
country. Percholate from rocket and jet fuel affects our waters and sea life some of which we depend
as our food sources. The continued practice will affect our sea mammals
which are considered endangered
in our territory. The facility on which it is constructed is on a traditional
burial ground of our people.
We also call for the closure of the Pacific Missle Range Facility which
is destructive to our historical site,
heritage, and culture. Our salt pans are already threatened by this
site and its uses.
We oppose the military applications in your country and ours, a strategy
which have been the result of
accelerating the nuclear arms race in East Asia and affecting the Pacific
region with toxins and hazardous
material which could displace many islanders in the Pacific.
I understand this system contradicts the Japan-U.S.
Security Treaty.
Global citizens should find peace, not in a missile armament race to benefit
the military industrial complex
for wealth, greed and control. We need to give peace a chance; not how
to build a better mouse-trap!

It can be done. In the early 1990s, actions taken by Hawaiian activists,
here on Kauai, held the number
of Star Wars launches from a planned 40 to an actual 4! A rather substantial
victory of sorts.
However, the saga continues...
As an original activist against Star Wars in the early 1990s, I feel strong
consideration should also be given
to the ongoing illegal occupation of the Hawaiian Kingdom by the United
States. Kauai is its own Nation...
a neutral, peaceful nation...a nation Japan has(had) treaties with.
Consider this...by joining
with the
aggressive US military endeavors in the waters off the Hawaiian Kingdom, Japan could be considered
an accessory to the injustice, the illegal overthrow and the continued
illegal occupation of the Hawaiian
Kingdom!
