米軍訓練が行われなかったこの３年間、私たち周辺住民の暮らしは、とても穏やかで平穏な年明けを
　過ごすことができました。しかし、この３年間、米軍訓練がなかったことが、私たちが望む、米軍訓練の
　縮小、廃止の方向性を意味しているわけではないこと、むしろ米軍訓練の拡大に向けての地ならしは、
　すでに完了された状態にあることを、忘れてはならないと考えています。

　For these 3 years without such military drills, local residents were able to enjoy very peaceful
　new years. However, we are cautious now, thinking that the fact of there having been no US
　military exercises these past three years does not necessarily mean a new direction desirable
　to us in which such exercises will be reduced and finally abolished. Rather, these years should
　be considered as a reminder that the ground-leveling for the expansion of the US military drills
　has already been completed.

　2007年、日出生台の米軍訓練について定めた「米軍使用協定」は、これまで155ミリりゅう弾砲、１種類
　のみしか使えないとされていたものが、米軍の強い要請を受け、その他の複数の武器、様々な小銃や
　機関銃が使用できる内容へと書き変えられました。前回の米軍指揮官スタッダード中佐は「世界情勢が
　変わり、米軍の訓練目標も変化。155ミリりゅう弾砲から、テロ対応の小銃、機関銃訓練へと重点が
　移ってきた」とその理由を説明しました。
　
　'The agreement on the use of Hiju-dai' by the US forces for its military training,　in which
　the US forces were allowed to use only one kind of weapon, FH 70, was changed in 2007
　according to the demand by the US forces, thus　allowing them to use multiple kinds of weapons,
　including various rifles and machine guns.　Lieutenant Colonel Samuel T. Studdard, the
　commander in the last exercise, explained about the reasons of the change in weapons used
　in the drill, saying that the new world situation brought the change in their target, shifting
　its weight from the exercise with FH70s to that with rifles and machine guns in order for them
　to respond terrorist attacks.

　もはや、本土における米軍移転訓練は、「沖縄の県道越え米軍演習の移転」とか「沖縄の痛みの
　軽減」という大義名分を離れ、米軍のその時々の新たな訓練目標、米軍が必要とするあらゆる
　訓練を行う場へと、その性質を大きく変えようとしていると言わざるをえません。

　Now it is undeniable that the relocation of the US military exercises to the main land has given
　the UF forces a large leeway, by which they can carry out any necessary drill according　to their
timely, new exercise targets, thus changing broadly the character of their military training, with
　no respect to its initial cause for ‘relocating some of the US military exercise　beyond the
　prefectural roads in Okinawa ‘ and ‘reducing the burdens of Okinawa.’

　さらに、この米軍の訓練では、回を重ねるごとに、情報公開が後退してきました。日出生台での米軍
　訓練が始まった99年、非公開とされたのは、弾薬輸送だけでした。その後、演習終了後の米兵の集団
　外出情報が非公開となり、さらに、前回は事前調査隊の日程、そして今回はついに米軍本隊の到着、
　撤収の日程までが非公開とされています。 (*後に日付公開。下記）　これらは以前は普通に公表されて
　いたものでした。

　Moreover, each time they carried out the military exercises here, the US forces step-by step
　backpedaled on the information disclosure to the public. In ’99, when the US military exercise
　was conducted for the first time in Hiju-dai, it was only the information on the ammunition
　transport that was not open to the public. After that, added to that, the information was closed
　on the group outings of the US soldiers after the military drills, and then, last time, the schedule
　of the prior investigation team became secret as well, and finally this time, even the arrival and
　withdrawal dates are now hidden from us. (* Later disclosed as below.) These dates used to be
　officially announced as normal matters.

　前出の米軍指揮官は「テロの標的になりかねないので情報を公開しない方針。我々がテロに合うと
　日本人も巻き添えになり危険」と説明しました。この説明通りであるなら、そのような存在を受け入れて、
　大分県民の生命、財産にその危険性が及ぶことはないのでしょうか。危険性そのものは取り除かずに、
　情報だけ隠して、県民にもわからなくしていく。それで本当に県民の暮らしの安心、安全を守れるので
　しょうか。私たちは大きな不安をいだかざるをえません。

　Lieutenant colonel S T. Studdard, the commander, explained about this change, saying that they
　have now the policy of not disclosing information on their exercises lest they should become
　targets of terrorists, adding that in case of a terrorist attack on the US forces,　there might be
　some collateral damages to Japanese citizens. However, this logic only poses a question about
　the safety of our lives and properties―Will we really be safe, while we are forced to accept such
　military presence with a potential threat of being attacked by terrorists? 　Now we, citizen in Oita,
　are increasingly deprived of information necessary for our lives, while real danger itself is
　never tackled for our land.　 Seeing such absence of accountability, how can we entrust our
　prefectural office with our daily safety and security? 　We can never shed our anxiety about this
　do-nothing policy.

　よって、私たちは、日出生台での米軍訓練の縮小、廃止と、同訓練に関する徹底した情報公開を、
　国に強く求めてくださるよう要請します。

　Therefore, we request that you call for thorough disclosure of the information on the US militar
exercise in Hiju-dai, and furthermore, its reduction and final abolishment.
