This morning I sat before the House and pointed out that the Nation magazine* did an investigation that shows that U.S. taxes were going to the U.S. contractors, who then give the Taliban money so that the Taliban wouldn't attack the shipments of the U.S. goods to the U.S. troops, and of course the U.S.
troops would use those resources to attack the Taliban.

今朝私は下院において、ネイション誌（＊）が伝えていることを議員の皆さんに示しました。それによれば米国の税金が

The war in Afghanistan is a racket. We have a strategy to pay off insurgence,warlords, the Taliban, and pretending that, somehow, this practice is going to help make in an already corrupt central government more stable.

アフガン戦争は（このように）いかがわしくなっています。米国のアフガン戦略とは、武装蜂起や、地域の武装集団リーダーや、タリバンにお金を払って一時的に攻撃をやめさせ、一方で、この方法なら何とか、すでに腐敗しているアフガン政権をもっと安定させるのに役立つだろうというふりをするわけです。

I've been in this House now for seven terms, and I have seen the slow and steady erosion of the Constitution of the United States and, in particular, Congressional authority with respect to Article 1, Section 8 of the Constitution, which very explicitly puts the power to create war in the hands of the United States’Congress, not in the hands of the Executive.

私は下院議員になってから７回目の任期にありますが、この間合衆国憲法がゆっくりとしかし着実に侵食されて来ているのをみています。特に第１条の第８項に関する連邦議会権限がそうです。これには開戦の権限は、行政府ではなく連邦議会にあるとはっきり規定するものです。

When the founders crafted the Constituion, they were very clear that they didn’t want it a monarchy, they wanted it to, what was called, ‘restrain the dog of war’by placing the power to commit men and women into combat in the hands of the elected, Congress―in this case―in the House of the
Representatives.

Unfortunately, over a few generations, we have seen that power of the Congress　erode.

Today, according to ABC News, Hāmid Karzai, the President of Afghanistan,in a joint press conference
with the Secretary of Defense, Robert Gates, said that　his country’s security forces will need financial and training assistance from the　United States for the next 15 to 20 years.

Now since we’re already spending at least a hundred to a hundred and fifty billion dollars a year in Afghanistan, we are now committed through Mr. Karzai,　we’ve embarked on a strategy that could lead us to spend 2 trillion, maybe more.

We have a speaker who precedes me who needs to talk about jobs in the United States. This goes without saying. Without taking care of things here, we’re　endeavoring to pour resources into a corrupt administration, and furthermore,　engage in a kind of corruption through trying to pay off warlords and even　Taliban in order to create shipments to our toops.

米国の雇用問題についてスピーチを行う必要がある議員の方がここにおられます。その問題もいうまでもありません。国内での様々な問題に注意を払おうとしなければ我々議会は、米国の資産を（アフガンの）腐敗政権に投入しようとし、さらに我々の軍隊に支給品を届けることできるよう、武装集団のリーダーやタリバンにすらお金を払おうとすることで、みずから腐敗に加担していくことになるのです。

As President Obama prepares to escalate military operations in Afghanistan　and Pakistan, we must reassert our Constitution prerogative legislative of war.

オバマ大統領がアフガニスタンとパキスタンでの軍事作戦をエスカレートする準備ができている今、我々は戦争を制限する議会特権に再度訴えねばなりません。

The United States has been involved in military action both in Afghanistan and　Pakistan since the inception of this administration, despite the fact that the President has never submitted a report to
the Congress, pursuing　the Section 4-8-1 of the war power resolutions.

合衆国はオバマ政権発足よりアフガニスタンとパキスタンの両方において軍事行動に関与しています、大統領は連邦議会に一度も報告書を提出せずに、憲法第１条第８節の４にある、戦争権限を求めています。

When Congress returns in 2010, I intend to bring, to floor of the House,privileged resolutions reasserting the Congressional prerogative.

My bill will trigger the timeline for a timely withdrawal of the U.S. troops from Afghanistan and Pakistan, invoke the war power resolution in 1973, and secure　the Constitutional role of Congress as directly elected representatives of　the people under the Article 1 Section 8 of Constitution for Congress to decide　whether or not America enters into war, continues the war, or otherwise, reduces our armed forced and materials in combat zones.

私の法案はアフガニスタンとパキスタンからの時宜を得た撤退のための予定表を引き出し、（ベトナム戦争終了につながった）1973年の戦争権限法を呼び起こし、アメリカが戦争を開始するか、戦争を継続するか、あるいは戦闘地域から軍隊と兵器を削減するかについて、憲法第１条第８節の下で連邦議会が決定するという、国民から直接選出された代表としての、憲法に定められた連邦議会の役割を確保するものになります。

Despite the President’s assertion that the previous Congressional action gives him the authority to respond to attacks of 9/11,2001, a careful reading of the authorization of military force makes clear that this authorization did not supersede any requirement of the war power resolution and therefore did not undermine Congress’ ability to revisit the Constitution on question of war power at a later day.

2001年9月11日の同時多発テロに対処するために、以前連邦議会が大統領にその権限を与えたというオバマ大統領の主張にも関わらず、（ブッシュに与えられた）武力行使のその権限について詳細に読んでみれば、これは1973年の戦争権限が必要とするものをどれも超越するものではなく、それゆえ後日、戦争の権限を憲法に問うという連邦議会の権限を損なうものでなかったことは明らかです。

We will have an opportunity in this House, in January, to vote on this issue of Afghanistan and Pakistan, and I urge, my colleagues, to join the resolution which I’ll begin to circulate the notice of, starting tomorrow. Thank you.
